Present: Mary and Jerry Rahn, Chris Carr, Greg Pyatt, Karen Smith, Gerry Miller, Jill Wilkinson, Sarah Johnson, Teri Johnson

Meeting Call to Order 

The meeting was called to order at 6:30 pm by President Mary Rahn

 

Approval of minutes April 6, 2005 

The minutes from the 4/6/05 meeting were reviewed.  The motion was made by Karen to accept the minutes as written, seconded by Jill, approved unanimously.

 

Financial Report

Karen reported a balance of $887.43 in the checking account.

            Opening balance          $1462.15

            Less the expenses       -$1496.29 (11 checks- see itemized Expense statement)       

            Deposits                      +$921.57 (3 deposits - see itemized Expense statement)

            Ending balance              $887.43

The Nevada Dept. of Ag grant account has $3,421.58 remaining.

Jill has submitted an invoice for the $10,000 NRCS grant funds to pay for the spraying completed by Basin Tree Service.

Chris Carr, Spring Creek Association, offered a copy of the receipt for a weed spraying job the SCA recently paid for to the SCRCWMA to use for credit towards any match requirements.

The motion was made by Jerry to accept the financial report as submitted, seconded by Teri, approved unanimously.

ANNOUNCEMENTS

·         Earth Team Award  - Gerry Miller, RC&D Coordinator, presented the 2004 Western Region Earth Team Volunteer Group Award to the SCRCWMA for their outstanding efforts in promoting the NRCS mission. A plaque was presented to SCRCWMA at the recent NE Nevada Directors meeting of Conservation Districts in Wells.

·         Basin Tree Service & Pest Control Progress Report - Jill reported that an inventory and treatment had been completed on 700+/- acres including: 

            27.4 acres had been treated at the campground including scotch and Canada thistle, spotted         knapweed, bull thistle, poison hemlock, hoary cress, and leafy spurge. 

            29 acres at the Horse Palace - spotted knapweed, hoary cress, scotch thistle using Transline

            14.75 acres at the marina - dyer's woad, spotted knapweed, poison hemlock, hoary cress, Canada             thistle

            Jill will request a breakdown of the cost/acre.  The herbicides used were Overdrive, Escort, 2, 4-   d amine. Jess Gilbert will provide maps of the area sprayed.

·         NWMA October Meeting in Reno -there was discussion as to who would be able to attend. 

·         SCA Property Owner’s BBQ Update - Jerry reported on the 6/18 bar-b-cue.  He and Mary had a table set up with weed examples.  There were lots of people and many questions were asked.  Next year they would like to improve on the display including information from CES, BLM and more weed identification booklets.

·         SCA Golf Course Sprayer Update - Kim Steninger was not present to report.

·         Dyer’s Woad Efforts - attendance was down from last year at 80 persons.  Efforts were concentrated at homes around the Marina.  The Lamoille CD purchased the food for the bar-b-cue ($300).   The NDOA grant provided $500 towards the expenses.  Considering donations and volunteer time the $500 was turned into $8,850.  The area was re-checked in June and found to have enough Dyer's woad left to work on next year.  We will try to schedule the event in 2006 when there are not so many other activities going on.

·         Website & T-shirt Update - Mary has had lots of interest in the t-shirt she wears.  She has referred people to the web site to purchase them.  There was discussion of purchasing t-shirts to sell at the fair.

PUBLIC COMMENT:

Gerry Miller reported that there was new USDA grants information booklet released and presented a copy to the group.

An announcement has come out in regards to accepting comments by August 5 addressing the fee for registering chemicals and pesticides for sale in Nevada.

 

NEW BUSINESS: 

Action Item: Prize money $30.00 for Elko County Fair Entries in the Weed Category (funds available from NDOA Grant)- Discussion -A motion was made by Gregg to donate $30 for Elko County Fair Entries in the Weed Category, seconded by Jerry, approved unanimously.

Action Item:            Appropriate funds not to exceed $500.00 for NWMA October Meeting if anyone wants to attend in Reno. (funds available from NDOA Grant)Discussion -A motion was made by Jerry to appropriate $500 to send Karen to the NWMA meeting in Reno in October, seconded by Jill, approved unanimously.

Action Item:         Appropriate funds for Administrative Fee up to $470.00 to SCRCWMA for managing the NDOA Grant. (funds available from NDOA Grant) Discussion - A motion was made by Teri to appropriate up to $470 for the administration of the NDOA, seconded by Greg, approved unanimously.

Action Item: Select sites and appropriate funds for follow up weed control.  We have up to $1,500.00(from NDOA Grant) to hire someone to do follow up treatment within the Spring Creek Properties. Discussion - A motion was made by Jill to appropriate up to $1500 for follow up treatment on Spring Creek Roadways, seconded by Greg, approved unanimously.

Action Item: Appropriate fund up to $300.00 to hire data entry person ($6.50 per hour) to enter data from our weed surveys on data base and to set up program to generate mail merger and mailing lists. (funds available from NDOA Grant) Discussion - A motion was made by Greg to appropriate up to $300 to hire a data entry person at $6.50/hr, seconded by Jerry, approved unanimously.

 

OLD BUSINESS: 

Action Item:  Joining NRCS Earth Team - tabled to the next meeting.  Teri will be attending the national Earth Team meeting in Philadelphia and will bring back information on the advantages of joining.

 

ITEMS FOR NEXT MEETING

Road Mapping Progress Report - SCA board presentation September 4, 2005

Wish list for 2006 Grants - Jill distributed a form to submit ideas for weed control projects for 2006 grant opportunities to be returned to her by 10/15/05.
