Present:  Karen Smith, Jill Wilkinson, Kim Steninger, Greg Pyatt, Jed Bradley, Teri Johnson

Meeting Call to Order

The meeting was called to order at 6:40 pm

Approval of minutes April 5, 2006 

With no additions or corrections, Karen made the motion to approve the minutes as submitted, seconded by Kim, motion passed unanimously.

Financial Report

Karen submitted the treasurer’s report:

 4/5/06 opening balance          $2,199.50

Expenses                                -$4,930.44 (10 checks –see itemized Expense statement)

Deposits                                 +$9,098.76 (6 deposits – see itemized Expense statement)

Ending balance (9/13/06)        $6,367.82

Kim made the motion to accept the treasurer’s report as submitted, seconded, motion passed unanimously.

ANNOUNCEMENTS

·         Karen showed photos taken at the recent Spurge Beetle (Apthaona) release on Mike Laughlin’s ranch in Lamoille and the Big W Ranch in Spring Creek.  She explained the integrated pest management process (IPM).  The beetles were provided by Nevada Department of Ag.  Dawn Rafferty, Brett Glover, Heather Steel and Kent McAdoo were present for the release. 

PUBLIC COMMENT:

There was no public comment.

NEW BUSINESS: 

The group discussed ideas for the 2007 Plan of Work.  It was decided that we will submit an application for the 2007 Nevada Department of Ag grant to continue with the significant progress shown on current on-going weed control projects.  Other ideas were brainstormed, discussion:

·         Jed Bradley is available to work more hours

·         Check with Spring Creek Association (SCA) to see in they are interested in matching funds to pay a person to spray weeds

·         Gary Acordagotia may be available to continue spraying R.O.W.’s at $100 (includes chemical and equipment – work completed will be paid with the ’05 NVDAG monies remaining.

·         Continue to work on knapweed sites which seem to be increasing in some areas

·         Continue to work on Dyer’s Woad areas – hire a sprayer to start about the second week of April through May.  Kim will check with SCA and ‘Job Connect’ Unemployment office.

·         Purchase additional backpack sprayers

·         Purchase additional chemical (Tordon, Plateau, pre-emergent.

·         Reimbursement of 4-wheeler repairs ($180)

Following discussion of the above items it was decided:

·         Kim will contact SCA about hiring a weed sprayer to work April – May spraying the R.O.W.’s and July digging any Woad plants missed during spraying

·         Continue with student funds for weekend work continuing chemical weed treatment on  private ground

·         Continue weed treatment project areas at the Horse Palace and Campground

·         Continue to cover the annual fees for SCR CWMA (internet, postal box, etc.)

·         Consider new weed treatment project area at the Big W Ranch.

 

The SCR CWMA by-laws were reviewed and discussed in regards to board elections.  The elections were planned for the November meeting.  An article will be run in the Spring Creek Journal, Karen will check on this.  The article will announce that SCR CWMA is seeking board nominees and new board members and will also be posted at Khoury’s.  The information will also be announced at the Nevada Weed Management Association meeting in October.

Spring Creek Association Campground Motocross Track proposal.  Karen shared information on a recent meeting she attended with the public and SCA in regards to a proposed Motocross track at the SCA campground.  The impacts of the proposal in regards to the weed treatment areas at the campground were discussed.  It was decided that we would supply the SCA with informational flyers on the spread of noxious/invasive weeds by recreational vehicles.  At this time no further action was required by the SCR CWMA, but we could respond to the proposal as interested individuals.

 

OLD BUSINESS:

Jed Bradley presented a summary of the Early Detection Rapid Response (EDRR) project he worked on this summer for SCRCWMA.  He reported that there were no infestations of any new noxious weeds found. He is seeing ones from our top seven list.  He started by reviewing 130 pages of building permits from the county and found about 4 pages for the Spring Creek area.  He visited each site that had a building permit on file with the county.  At each site, he took a GPS waypoint, took photos, and recorded any noxious or invasive weed species present.  He found a great deal of spotted knapweed in the Horse Palace area.  He found the Marina area to be the cleanest and Parkridge to have the most recorded infestations. There was no new building recorded in the mobile home section so he did not visit this area.   He asked the group how they would like him to manage and compile the data he collected.  Following discussion the group suggested that he put together a report that shows: new infestations due to construction, total infestations for new construction by species, and generate a clear map of the locations.  Jed will plan to have this completed by mid-November so that the information can be used in the 2007 NvDAG grant application.  The group thanked Jed for the excellent work he did on the project this summer.

Basin Tree Service & Pest Control.  Kim reported that he had visited the treatment site at the Horse Palace and it is showing great response to the chemical treatment completed by Basin Tree Service.  He noticed a few spots that were missed by the boom sprayer.  Jill and Gary visited the area and spot sprayed the areas missed. 

Bag of Woad weed control for 2006.  We have not had a response from the Boy Scout troop in regards to reimbursement for their work digging Woad this spring.    It was decided that the money would be donated to the Boy Scouts of America if we had no reply from the troop by September 30, 2006.

 

The 2006 NvDAG Grant budget activity was reviewed.  These funds must be obligated by the end of the year.  Discussion/action planned for the November meeting.

 

ITEMS FOR NEXT MEETING

·         Potential project:  compiling/organizing before/after photos of treatment project areas

·         Kim will report on the hiring of weed sprayers through SCA/Job Connect

·         Board election/nominations

·         Discussion/action for using the remaining grant funds on ordering chemical and equipment
