Present:  Karen Smith, Jill Wilkinson, Greg Pyatt, Doug Clarke, Teri Johnson, Jay Paxson, Kim Steninger

Meeting Call to Order

The meeting was called to order at 6:40 pm by Greg Pyatt, Vice President.

 

Approval of minutes February 28, 2007 

Jill made the motion to approve the minutes as submitted, seconded by Karen, motion passed unanimously.

 

Financial Report

Karen submitted the treasurer’s report:

2/28/07 opening balance         $4,616.26

Expenses                                -      $85.00 (1 check – Elko Chamber of Commerce, Home Show space fee)

Deposits                                 +$          0     

Ending balance (3/15/07)       $4,531.26

 

Doug made the motion to accept the treasurer’s report as submitted, seconded by Kim, motion passed unanimously.

 

ANNOUNCEMENTS

·         A draft letter was read to the group from the EC CWMA announcing the upcoming Elko County Weed Extravaganza May 1-3, 2007.  The annual Weed Summit will be 5/1 10:00 – 5:15 at the Elko Convention Center. The theme is “The Weed Stops Here!”  It is to be held in conjunction with the Pesticide Applicator Certification School & License Workshop, and Weed Identification & Management workshop 5/2-3.  The EC CWMA has also requested donations for the cost of the meeting.  The draft agenda includes an update by SCR CWMA at 11:30.  It appears that we would have 10 minutes to speak.  Discussion.  Jill will consider speaking on behalf of the SCR CWMA if she is able to get time off from work.  The motion was made by Kim to donate $50 to the EC CWMA for use towards the Summit expenses, seconded by Jill, motion passed unanimously.

·         Jill reported that SCR CWMA had received from James M. Copenhaver, P.C., the Annual List of Officers form that must be submitted by 4/30/07 with a fee of $25 made payable to Nevada State. This will be completed tonight following election of officers.

·         Karen reported that she was able to secure our ‘favorite’ table for the Elko Home Show on Mother’s Day weekend.  This year they may also have the opportunity for groups to present a 30 minute informational presentation.  Jay volunteered to put something together to present if the event is offered. Jay will ask the ECCWMA to assist – their next meeting is April 9.

·         Doug called the Elko Daily Free Press in regards to submitting community information.  He is still pursuing a press release to promote awareness of our grant award and support of matching funds from SCA.  He would like to include a quote from the new President.  Karen offered photos to include.

 

PUBLIC COMMENT:  Postage is expected to go up soon.

 

NEW BUSINESS: 

Jill nominated Jay Paxson to serve as President, seconded by Greg.

Doug nominated Jill Wilkinson to serve as Vice President, seconded by Jay.

Jill nominated Teri Johnson to serve as Secretary, seconded by Doug.

Jill nominated Karen Smith to serve as Treasurer, seconded by Kim.

Doug Clarke, Kim Steninger, and Greg Pyatt will serve as members at large.  All nominations accepted, put to verbal vote, all in favor no one opposed. ** It was verbally noted that all officers have signature authority on the SCR CWMA checking account (amended at the 4/25/07 meeting).

·         Action/Discussion:  Discuss the agreement regarding the partnering with SCA to hire an employee to conduct weed control in the SCA area this summer – Kim reported that the SCR CWMA will select the employee to assist with weed control.  The employee will be paid by SCR CWMA.  SCA will match the $1600 we were awarded in the 2007 NvDAG grant for a total of $3200.  We will need to hire this person as soon as possible as the Dyer’s Woad rosettes are already up and going.  Discussion.  SCA cannot hire this person to work on ground other than public right of ways and SCA property.  Since we also work on private property, it would be a conflict of interest if SCA hired the employee.  We will be using non-restricted use chemicals.  Jill will talk with the student who worked for us last year to see if he is still interested.  If anyone knows of other eligible persons wanting to work, let Kim know.  Kim expects to start work with in two weeks due to the warm weather.

·         Action/Discussion:  Review weed control contract we have with Basin Tree Service and Pest Control.  Discuss if we want them to spray SCA Campground & Rifle Range and SCA Horse Palace this 2007 season.  Doug and Jill reviewed the contract.  Doug suggested that we need to highlight the deliverables for example: 80% paid on the bill and the remaining 20% upon delivery of the photo monitoring.  Jay, Jill and Doug will work on fine tuning the contract.  Jill will contact Basin Tree Service to see if they are interested in the bid for the 07 contract.

·         Action/Discussion: Review “On the Ground” request for proposals submitted to be sponsored by SCR CWMA.  Greg reported that SFSRA is not interested in applying for this grant.  They have submitted proposals to other grant sources for the projects they have developed this year.  There was discussion of SCR CWMA projects that may qualify but we determined that we had adequate supplies on hand to treat these new project areas.

·         Action/Discussion:  SCA Annual Bar-B-Cue information booth.  Doug and Greg volunteered to represent the SCR CWMA at the Bar-B-Cue.  They will use the booth from the Home Show display.

 

OLD BUSINESS:

·         Action/Discussion:  Website update – Karen had reported that we could either contact Mary Rahn to request authorization to use the old web site address or come up with a new one.  The group decided to go with the new address “springcreekweeds.info” as this address would be the least expensive. 

·         Action/Discussion:  Discuss proposal to assist land owners along Rabbit Creek with weed management.  After lengthy discussion it was decided that landowners along Rabbit Creek, Tom Kuhl, Dr. Jones, and possibly John Gourley, would be agreeable to our assistance with weed control along approximately 200 yards of Rabbit Creek that is running through their property.  The species present are:  Dyer’s Woad, Leafy Spurge, and Scotch Thistle.  SCR CWMA has enough supplies on hand to address this project.
