ANNUAL MEETING

1. Meeting Call to Order by Vice President Jill Wilkinson, 6:40 p.m.

2. Approval of minutes December 4, 2007 – Karen moved to accept minutes as amended; New Business-Bullet three- to read “NDOA grant 2008 projects. Doug 2nd, motion passed unanimously.

3. Financial Report- Current Balance $4,836.76 – Ken moved to accept the treasury report, Doug 2nd, motion passed unanimously.

4. Review accomplishments of 2007- Jill presented a summary of accomplishments. In Kind amounts were calculated by using a “schedule of expenses” provided by Nevada Department of Agriculture. This summary was provided to NDOA as part of our 2007 grant year end report.  Thank you everyone for all your hard work!!!

ANNOUNCEMENTS

IRS 990 Update – Karen explained new guidelines for 990 filing. Kim will discuss the new guidelines with accountant, Bob Heguy.  

Extension of NDOA 2007 Grant to 2008 – Jill announced that Nevada Department of Agriculture (NDOA) extended our 2007 grant deadline to December 2008, therefore allowing us to spend the remaining balance, $3,423.00, of our 2007 grant. Kim has an invoice from Boss Tanks, but we will pay for this invoice with our operational monies since the NDOA would like us to use the remaining 2007 funding to treat the noxious weeds at the Campground and Rifle Range. Kim will verify with Spring Creek Association their financial commitment they promised last year, but we did not collect since the project fell through. Doug moved to allocated up to $200.00 for Ken and Kim to purchase large rubber containers to store the weed control chemicals safely in their garages. Karen 2nd, motion passed unanimously. 

NDOA 2008 Grant Proposal Submitted Jan. 14, 2008- Jill applied for another NDOA grant, the maximum amount available, $6,400.00 over a two year period.  Awardees will be notified soon. Projects include camp ground & rifle range, early detection, road side treatment, annual fees & office needs, laborer to work with Kim spraying Dyer’s Woad, and chemicals. Doug mentioned concern for data collection storage. If we collect all this early detection and mapping data, where is it being compiled?  A great deal of it is hand written on sheets, but we need to locate a GIS person to compile our data. Who will follow up on this with Dawn Rafferty with NDOA? 

Sierra Pacific Donation - $500.00- Greg Brorby with SPPCo donated to our group. We had to provide a copy of our 501 c3 award letter from IRS. He heard about us from the home show and apparently Jill had sent some weed information to his wife last year. Jill and Karen submitted an article to Elko Daily Free Press.

PUBLIC COMMENT

Doug has the 150 bulk/lbs of seed we purchased from Comstock Seed. Doug will make contact with Greg Pyatt to see where water utilities have been digging and where seeding needs to done. 

NEW BUSINESS: 

Action/Discussion:  CWMA meeting in Reno in April, 2008 – discuss to appropriate educational funding for members to attend. The meeting will focus on “volunteers.” Karen is interested in attending. Kim moved to approve 125.00 – 150.00 per person up to two people, to attend the meeting. Doug 2nd, motion passed unanimously.  

Action/Discussion: Treat Campground and Rifle Range – seek bids from Carlin Camps, Salt Lake, Twin Falls, and Reno contractors for 2008 treatment. The group will seek bids locally before going out of town. Doug will contact Carlin Camps to do leafy spurge treatment in summer. Jill will send him total acreage needed to be treated.  

Action/DiscussionDyer’s Woad Pull Planning – begin planning and organizing the Woad Pull.  We agree the objective of the Woad Pull is for Education. We need to educate and recruit new people to help with weed control. We need weed information displays set up. Presentations (slide show or power point) target audiences will be the FFA groups at Spring Creek High School and College of Agriculture classes at Great Basin College, Service Groups – Boy Scouts and 4-H. we could do presentations at the schools, Kim suggested a community presentation at the museum for service groups since this facility had power point projector. Jill will contact the schools and the Boy Scouts. Doug will round up shovels from NDF. The pull will be some time in May. Do we want to BBQ? Or just provide snacks? Shall we invite Lamoille Conservation District and Elko County CWMA to participate? 

OLD BUSINESS:

Discussion:  Submit any receipts from 2007 which can be applied to the extension of our 2007 NDOA Grant. The group decided to use the funding for weed control costs at the SCA Campground and Rifle Range.
