Attendance: Doug Clarke, Kim Steninger, Karen Smith, Ken Wilkinson, Jill
Wilkinson, Don Cobern, Ryan Shane
Approval of December 17 and February 18, 2009 minutes. Kim Steninger moved to approve, Doug Clarke seconded. Passed unanimously
Approval of 2/18/09 financial report 2008 NDOA grant, $6,400.00 is zeroed out. Checking account balance is $3,389.25. Motion made by Doug to approve financial report seconded by Kim, passed unanimously.
Announcements:
Spring Creek Association would like us to participate in Elko Pride Day on April 25, we might participate.
Home and Business Expo Mothers Day Weekend May 9 & 10. Please sign up to help.
SCA June BBQ we will set up an educational booth. Doug and Jay will look into this.
Spring Creek Association Journal Karen will submit an article and check with Adele about submission date.
New Business:
Election of Directors and Officers
to the SCRCWMA, Inc- to serve for two year terms. The Board of
Directors consists of five to seven members including president, Vice
president, Secretary, Treasurer, and one to three at large positions.
Kim Steninger, Doug Clarke, Jill Wilkinson, Karen Smith, Ken Wilkinson, and
Jay Paxson were nominated to the board. Karen made motion to approve
nominations, Doug seconded motion. Motion passed unanimously.
Jill nominated Kim as President. Kim declined nomination
Jill nominated Doug as President Doug declined nomination.
Ken nominated Jill as president Jill accepted nomination. Jill nominated
Kim and Doug as members at large; Karen as treasurer; Jay as vice president;
and Ken as secretary.
Kim motioned to accept the nominations. Ken seconded. Motion passed
unanimously.
The Directors for the SCRCWMA, Inc. board of Directors are as follows:
Doug Clarke & Kim Steninger- Directors at large; Karen Smith Treasurer;
Ken Wilkinson- Secretary; Jill Wilkinson- President; Jay Paxson Vice
President.
Karen mentioned that President, Vice President, and Treasurer have signature
power on checking account. Karen will submit paperwork requirements to the
bank.
2009 Draft Work Plan
amendments recommended are:
-Private Property Assistance: Jill draft a 50/50 cost share application. Add
a dollar amount not to exceed $400.00 per property on the application
-Education: Remove the Annual Dyers Woad Pull. Add Spring Creek Pride Day
or Elko County Clean and Green Annual Event.
-Long Term Projects:
Spring Creek Association Properties: Spring Creek Campground - How will we
reduce the leafy spurge along Butterfield Creek in the Campground? Will
Spring Creek Association help? Don Cobern of Spring Creek Association said
he has a crew of two beginning the 1st week of April to spray weeds. We need
to let him know where to spray. We told him to work on Association
properties horse palace, marina, and around the association office
building, and road right of ways. Don said he will supply the control
records that show how many acres of weeds his crew treated and where.
We need to inventory the roads to let SCA know where the weeds are.
Discussion to hire someone to GPS the road right of ways. Suggestion was
made to pay the person $12.00 per hour. Doug mentioned Mary Winter. She
knows how to use GPS and then Ryan Shane of NDF can generate the maps.
Discussion that SCA needs to take over the road right of ways and spray the
weeds and reseed them. SCA needs to ask Elko County to require utility
contractors to reseed the road right of ways they disturb during
construction work.
It was mentioned that SCA should control the noxious weeds in the green
belts and fuel breaks as well.
Add- Reseeding Spring Creek Marina
Remove inventory watersheds within SCRCWMA boundaries
Add Inventory Fuel Breaks
Elko County Roadsides: Remove weed inventory of all roadsides by end of 2010
Education: Add create a brochure of our various programs we offer
Ask Andrea to put together an educational power point.
Focus more on our educational campaign.
Karen suggested adding Ryan Shane to help create virtual mapping on website.
Add Weed Tours
Doug motioned to accept the annual work plan as amended. Karen 2nd. Motion
passed unanimously.
