1. The meeting was called to order at 6:05 p.m. by Jill Wilkinson, President
2. Attendance: Jill Wilkinson, Doug Clarke, Kim Steninger, Karen Smith, Linda Maclaren, Fritz Sawyer SCA, Mary Winters SCA, Kent McAdoo UNCE, Brian Taylor NRCS, Ryan Shane NDF
3. January 13, 2010 minutes: Doug moved to approve the minutes as amended, Karen seconded, passed unanimously.
4. Financial report: opening balance of $4068.03, ending balance of $4026.68. Kim moved to accept the financial report, Doug seconded, passed unanimously.
Tasty cookies were passed around.

NEW BUSINESS:
Discussion/Action Item - The Nevada Weed Management Association Annual Meeting is March 9-10 in Sparks, NV. No one in attendance is available to represent SCRCWMA, Inc.
Discussion/Action Item - Spring Creek Journal: The deadline for the next edition of the Spring Creek Journal is March 24. As a way to generate interest in the weed effort it was suggested that we include a coupon in an article that readers can fill out and bring to Spring Creek Pride Day where they will be entered into a raffle. Suggested raffle items include a Weeds of the West book, a two gallon sprayer and several homeowners’ guides. Kim moved to approve funding for the purchase of raffle items, Doug seconded, passed unanimously.
The Weed Tour will be held Saturday, May 22. It was noted that the Elko Home and Business Expo is traditionally held Mother’s Day Weekend, which is May 8-9. These dates will be included in the Journal article along with dates of the Weed Extravaganza.
Discussion/Action Item- Weed Control: Jill is applying for grant funding to help SCA pay an employee or to hire a licensed herbicide applicator to treat weeds at these locations; SCA’s Campground, Rifle Range, Marina, and Horse Palace areas, Mary Winter stated that SCA will aggressively spray weeds this year whether SCRCWMA receives grant funding or not. They may hire licensed applicators in addition to using their own personnel. They will match any grant. Priorities for SCA this season include knapweed in the Horse Palace area, and leafy spurge association-wide. They will continue work at the Marina and Campground.
Discussion/Action Item – Kiosks for Spring Creek Campground, Rifle Range, Marina, Horse Palace, and Southfork State Park: Ryan has developed a proposal for stabilization and meadow rehabilitation along the South Fork River. Kiosks for noxious weed information are included in this plan. He asked SCRCWMA, Inc. to consider funding these at an approximate cost of $1500 each for materials. Jill will apply for this in the APHIS grant. The design is available for SCA to use. Mary stated that SCA can build their kiosks but needs educational information for the display. Ryan said the information would be supplied by NDF. Doug will check with the USFS for additional kiosk designs.
Discussion/Action Item – Mapping and Early Detection: It was noted that we made a good start within SCA and it is time to move further out into Western Hills, Lucky Nugget, Southfork State Park and Pleasant Valley. Ryan suggested that we continue to monitor known large infestations to see how treatments are working. Jill will add this to our grant applications.
OLD BUSINESS:
Discussion/Approval - 2010 Work Plan: Doug moved to approve the 2010 Work Plan in its current form, Kim seconded, passed unanimously. Thank you, Jill!
